Created and led the PMO for the My HealtheVet program.Oversight of multiple projects comprising in the VA's health portal.Created a governance model for the program based on best practices which led to a successful CMMI SCAMPI B appraisal by SEI.Instituted agile, quantitative portfolio risk management which reduce the program Value at Risk by$8M over 6 months.Established CM and quality procedures and practices like continuous integration that reduced time-to-market and increased predictability and productivity of program.

Account lead and requirements manager to inject user centered design into the MHV portal processes and re-architect the portal's user interface.Provided new foundation for a veteran-centered interface, and architectural analysis of existing portal.

Consultancy on team developing an IT Governance system that ensures SOX compliance and reflects IT best practices across all of Freddie's system development activities.Responsible for key components of governance including risk management and adoption.

DMZ View Tool, Fannie Mae

Led effort to build support and inquiry tool to aid debugging and server fault diagnosis for system engineers.System was developed in J2EE.

SDLC Mentoring, National Institute of General Medical Sciences

Led effort to mentor NIGMS IT staff in using controlled, iterative development methods and industry best practices.Provided training, mentoring, workshops, requirements management, change management consulting and targeted pilot services to CIO and staff.

Project Manager and analyst on effort to build automated grant application worksheet system across diverse stakeholders.System facilitated auditing and workflow functions of differing functional grants processors with a flexible, XML-based online forms with XSLT and workflow system. Project Management on effort to development information management system for all NCI Intramural research programs.System provided comprehensive database of intramural research programs including program, budgetary and researcher data.System was completed in less than one third the time expected by stakeholders and garnered business stakeholder awards. Led effort to redesign and re-architect existing Internet and Intranet web sites for Hagler Bailly.Current Cold Fusion Webs were redesigned to add functionality, security, intuitiveness, and maintainability.Effort involved designing applications' architecture, distributing development across multiple servers, adding advanced searching, integrating Webs with Configuration Management system, consolidating dynamic content onto SQL servers, XML off-line data searching, etc.

Global Resource System, Chase Manhattan Bank

Development of middle-tier libraries of large Client/Server transaction database system.The architected system made heavy use of Rogue Wave and Rational tools.Development involved building business object model into AIX C++ libraries.These libraries were generated from a Rational Rose OOD model, and interfaced into a mature Oracle relational model.

Development of n-tiered Client/Server financial systems for T. Rowe Price Associates, Inc.Systems using well-architected, distributed components across AIX servers.Work required integration with Web servers utilizing fund data distributed via XML. Development of advance-mapping capabilities into the FCC auction web site that manages bids for spectrum rights via an automated Web application.Work required integration with existing Sapphire Web development system, and legacy Sybase databases. Development involved VB 5.0 WinCGI, JavaScript, VBScript, and MapInfo Proserver OLE Automation on NT Web Servers running Netscape Enterprise Servers.Website is highly interactive and session-oriented requiring advance use of Web facilities like load balancing, security, state-retention mechanisms and cross-platform compatibility.

Consultancy to Norman Data Defense Systems (a large multi-national data security company) to develop next version NT and Unix firewalls and access control products.Worked as both lead technical developer and later as Development Manager for Norman's efforts in the US.Development involved using C and C++ to develop application proxies and access controls.Required in-depth knowledge of TCP/IP protocols including HTTP, SSL, FTP, SNMP, etc., hardening operating systems, virus scanning, encryption and authentication techniques, network security standards, security testing and validation tools and procedures, threat and risk analysis, and network security concepts.

Consultancy to market-leader in demographic data analysis creating the next generation tool.Responsible for implementing mapping engine and integrating mapping display via OLE Automation.System uses large, networked demographic databases to perform advanced target marketing in Windows 3.x, Windows 95 and Windows NT.Complete life cycle project using Rational Rose OO design and Visual C++ to implement.
