Nitor Group is composed of a team of professionals passionate about implementing best practices, coupled with the right experience and skills. Working both in government and commercial projects, we have a very broad view of IT systems and strategies. At the core of Nitor Group are our partners and principals Buff Colchagoff, Doug Hill, Amy Decker Henry, Ginger Price, Stewart Kerr, Ed O'Connor, and Kevin Puscas; an elite group of IT professionals who worked together for over 20 years on numerous IT projects in the healthcare, commercial, and government industries.

Buff has over 20 years of software development experience working with corporate and government clients. He has led efforts to introduce technology solutions to increase productivity, expand service capabilities, and solve problems, achieving higher results for the organization. Buff specializes in providing leadership and guidance in database-driven enterprise web implementations, managing the complete software lifecycle, from IT governance, requirements definition, testing, and implementation. He has implemented and managed hundreds of software development projects with Roadnet Technologies, a subsidiary of United Parcel Service, and with Number Six Software, a large DC-area consultancy focused on government and corporate clients, prior to founding Nitor Group. Buff holds an MS in Computer Science from the University of Maryland and a BA in Computer Science from Dartmouth College.

Doug has over 25 years of experience working with federal and commercial customers leading software development projects and driving the adoption of modern software practices and technologies. From being a change agent for VA and Freddie Mac, to seasoned IT Manager for NRC and ONC, to a skilled software best practices coach for project teams at NIH and IRS, his expertise and application of software development best practices has accelerated the client's adoption of effective software development practices to drive business results.

Ms. Henry has over 10 years experience in client-oriented software development using iterative methodologies; has proven leadership skills, project management, business analysis and requirements management. Ms. Henry is an experienced project management professional with expertise in the development of complex software systems for both the private and public sectors.

Ms Henry has worked extensively at NCI leading several projects that were part of the Clinical Trials initiative in the Center for Bioinformatics and Information Technology in addition to several projects to develop software to support NCI’s grants management process. Ms Henry also led requirements teams enabling the Air Force to track the management of publications, the production of multi-media products and services and the submission via a public web-site and tracking of requests for military band performance and aircraft presentations at public and private events. She helped the Headquarters Air Force Information Management, Enterprise Business Solutions’ (HAF/IME) team to design its processes and procedures regarding software development. She was instrumental in integrating Agile practices into requirements analysis and project management strategies and mentored AF civilian employees in UP and Agile methodologies, business process improvement, and requirements management.

Ms. Henry holds a B.A. in Communication Arts from Rutgers University and holds a PMP certification.

Edward has over 15 years of experience, working progressively from a deep technical foundation as a programmer and architect - then focusing as a technical project manager and business consultant. He has worked for a wide variety of clients in Government, commercial, and academic/non-profit/association spaces. He specializes in leading custom software development efforts, and has extensive experience in project recovery, emergency response and information security forensics, and user-focused design techniques. Edward has led very large teams successfully during his time at Booz Allen & Hamilton - but also small agile teams within very short schedules during his time at boutique development firms like WestLake Consulting Group, and is able to quickly shift techniques and approaches to match the real-world requirements of the project/team at hand.

Ginger has over 25 years experience directing programs in the Federal government, designing, building and implementing standards-based health IT solutions, and driving adoption strategies. At the Department of Veterans Affairs, she led the effort to take the VA’s personal health record, My HealtheVet, from a production pilot to a nationwide Federal benefit for all veterans. Under her leadership at the Office of the National Coordinator for Health IT, the Nationwide Health Information Network Cooperative (20+ private and federal organizations using NHIN specifications to exchange health information) worked through the technical and policy implications of interoperable health information exchange and moved the NHIN from concept to production pilots. Ginger’s passion is to help build and implement information technology solutions and see them adopted and integrated into a culture that transforms the health landscape.

Kevin has over 15 years of experience as a software engineer and solutions consultant, working with both government and commercial clients. He specializes in new systems development, IT transformation, legacy integration, and IT operations. In addition, he has extensive knowledge in distributed systems and SOA-based architecture, systems engineering, and software engineering best practices. Kevin's approach takes a systems view of a problem by understanding all aspects, starting with the business goals, processes and technology, to solutions and operation, applying it across multiple domains including finance, bio-tech, defense, and healthcare with great success. Kevin holds an MS in Industrial Engineering from the University of Central Florida and a BS in Aerospace Engineering from Auburn University.
